Requires school district operating referenda to be conducted on the first Tuesday after the first Monday in November of even-numbered years, unless conducted by mail.

Maintains existing referendum procedures including 15-30 day advance notice to taxpayers, ballot language requirements, and 50 percent plus one voter approval threshold.

Allows school boards to present referendum questions on increasing revenue per resident marginal cost pupil unit, with authorization periods up to ten years.

Permits boards to call referenda on revoking or reducing previously approved referendum revenue amounts, with only one revocation or reduction referendum allowed per year.

Effective for referenda conducted on or after July 1, 2012.
