Extends driver's license validity for active military service members serving outside Minnesota and their spouses without requiring renewal until one year after the service member's discharge or separation from active military service

Allows licenses to remain valid until the license holder's birthday in the fourth full year following their most recent renewal (or third full year for provisional licenses)

Changes the definition of covered military service from "on active duty with" to "serving outside Minnesota in active military service" as defined in Minnesota Statutes section 190.05, subdivision 5

Removes previous requirement that spouses' licenses must be renewed if the spouse is residing within Minnesota when the license expires or within 90 days of returning to the state

Effective July 1, 2011, and applies to all Minnesota driver's licenses valid on or after that date
