Establishes a roster of parenting consultants maintained by the state court administrator to be made available to the public and judicial officers.

Requires parenting consultants to complete a minimum of 20 hours of approved training covering family dynamics in separation and divorce, Minnesota laws and rules, the Alternate Dispute Resolution Code of Ethics, the consultant's role, drafting agreements, and domestic violence issues.

Mandates annual continuing education of at least three hours on alternative dispute resolution subjects to maintain listing on the roster.

Subjects parenting consultants to the Alternative Dispute Resolution Review Board and requires compliance with the Alternate Dispute Resolution Code of Ethics, with complaints investigated under Minnesota General Rules of Practice Rule 114.

Prohibits placement on the roster of individuals who have not completed required training or whose professional license has been revoked.
