Amends Minnesota Statutes section 120A.42 to clarify that a school board may contract with the exclusive representative of teachers to conduct school on Martin Luther King's birthday, Lincoln's birthday, Washington's birthday, and Veterans' Day

Removes Columbus Day from the list of holidays on which school may be conducted

Requires that at least one hour of the school day be devoted to a patriotic observance when school is conducted on these holidays

Eliminates the previous requirement that patriotic observance clauses be inserted into individual teacher contracts

Effective the day following final enactment
