Appropriates $5,000,000 from bond proceeds to the Commissioner of Administration for a grant to Hennepin County to acquire land, predesign, design, construct, furnish, and equip a new Washburn Center for Children providing mental health services to children.

Authorizes Hennepin County to enter into lease or management agreements with nonprofit entities for operation of the new center, subject to Minnesota Statutes section 16A.695.

Makes the appropriation contingent on Hennepin County committing or expending at least an equal amount ($5,000,000) from nonstate resources.

Authorizes the Commissioner of Management and Budget to sell and issue up to $5,000,000 in state bonds to fund the appropriation, governed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
