Amends Minnesota Statutes section 103G.291 to change water supply demand reduction requirements for public water suppliers serving more than 1,000 people.

Changes "employ" to "encourage" water conservation and removes the requirement for conservation rate structures as the sole method of demand reduction.

Allows public water suppliers to implement demand reduction measures through either a conservation rate structure OR a uniform rate structure paired with a conservation program that achieves comparable demand reduction.

Extends the implementation deadline for demand reduction measures from January 1, 2013 to January 1, 2015 for public water suppliers outside the metropolitan area.

Removes the exemption for public water suppliers lacking proper measuring equipment as of July 1, 2008, and prohibits the Metropolitan Council from requiring conservation rate structures.
