Appropriates $3,000,000 from bond proceeds to the commissioner of administration for a grant to the city of Bemidji to construct, furnish, and equip a regional public television station.

Requires a 25 percent match commitment from nonstate sources before the appropriation becomes available.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to provide the funding, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
