Establishes voluntary good manufacturing practices (GMP) certification program for commercial feed and feed ingredients, with certification based on compliance with specified standards or FDA preventive controls rules.

Authorizes commissioner to assess inspection fees based on mileage and inspection costs for facilities applying for GMP certification.

Specifies detailed GMP requirements for feed manufacturers including personnel training, facility maintenance, equipment testing, receiving and storage procedures, manufacturing controls, packaging, labeling, transportation, and recall procedures.

Adopts applicable federal regulations in Code of Federal Regulations title 21, parts 1-1299 as Minnesota feed rules and removes automatic adoption of Federal Food, Drug, and Cosmetic Act regulations.

GMP requirements expire upon FDA adoption of rules regarding preventive controls for animal feed; repeals Minnesota Rules parts 1510.2220 and 1510.2230.
