Requires counties and home rule charter or statutory cities with population of 5,000 or more to provide county auditors with information allowing public electronic access to budget information by September 15 each year.

Mandates that notice of proposed property taxes clearly state for cities and counties with population over 5,000 the information necessary to access electronically the required budget information under section 471.703.

Establishes new section 471.703 requiring municipalities with population over 5,000 to publish four years of budget data (three completed years plus current year estimates) on municipal websites by July 31 annually, organized by function and expenditure type.

Specifies expenditure type reporting must include minimum line items for employee costs (broken down by wages, pensions, Social Security, health care, and benefits), purchased services, supplies, central services, capital items, debt service, transfers, and miscellaneous expenses.

Imposes penalty of withholding state aids payable the following calendar year under specified sections for municipalities failing to provide required budget information; effective date July 1, 2012.
