Consolidates separate requirements for passing parked emergency vehicles on two-lane and multi-lane roads into a single requirement requiring drivers to proceed with due caution and reduce speed to reasonable and safe levels.

Requires drivers to move to the farthest lane away from the parked emergency vehicle on two-lane roads, or leave a full lane vacant between their vehicle and the emergency vehicle on multi-lane roads, if safely possible.

Applies the same passing requirements to freeway service patrol, road maintenance, and construction vehicles with activated warning lights.

Allows peace officers to issue citations within four hours of an incident based on probable cause, including reports from emergency vehicle crew members that include vehicle description and license plate number.

Expands definition of "authorized emergency vehicle" to include towing vehicles with activated flashing lights under specified conditions.
