Requires the Minnesota Senate and House of Representatives to adopt internal rules prohibiting improper use of confidential information by legislators by the conclusion of the 2012 legislative session.

Defines "confidential information" as information provided to or acquired by a legislator in their official capacity that is not available to the general public.

Defines "improper use of confidential information" as a legislator using such information to further their private financial interest through investment purchases, sales, or other means.

Requires each chamber to include provisions for appropriate internal punishment for violations of the confidential information rules.

Effective the day following final enactment.
