Creates automatic contingent appropriation to the Commissioner of Transportation on July 1 of odd-numbered years if no budget legislation has been enacted by June 30, funded from the trunk highway fund.

Contingent appropriation covers actual contract payments for operations and maintenance, program planning and delivery, and state road construction, plus employee costs for contract and federal reimbursement administration.

Appropriation amount is limited to unexpended funds from the prior biennium, carryforward authority for prior encumbered projects, and the appropriation base for program planning, delivery, and agency services.

Creates automatic contingent appropriation to the Commissioner of Management and Budget on July 1 of odd-numbered years for central accounting, procurement, payroll, and human resources functions supporting transportation operations, funded from the general fund.

Any subsequent appropriation or carryforward authority enacted by the legislature supersedes and replaces the contingent funding authorized under this section.
