Expands guest license eligibility for dentists, dental hygienists, and dental assistants from only North Dakota, South Dakota, Iowa, and Wisconsin to any United States jurisdiction.

Adds a new category of guest license for volunteer services limited to 10 days per calendar year with a fee not to exceed $25, available for uncompensated care to patients with difficulty accessing dental care.

Requires guest licenses to expire annually at midnight on December 31 and mandates the board report disciplinary actions to regulatory boards in all jurisdictions where the licensee holds active licenses.

Adjusts the Board of Nursing Home Administrators' State Government Special Revenue Fund base by decreasing it $911,000 in fiscal year 2014 and $961,000 in fiscal year 2015.
