Removes requirement that state agencies certify no current state employees are able and available to perform contract work before hiring contractors for professional or technical services.

Removes requirement that contractors include state employees in development and training when contract work will be continued by state employees after completion.

Removes 4-year restriction on contracting out previously eliminated jobs without first considering former employees on layoff lists.

Requires vendors responding to solicitations for state contracts to disclose whether work will be performed in Minnesota, elsewhere in the United States, or outside the United States.

Requires agencies to specify in contract completion reports the extent to which work was performed in Minnesota, the United States outside Minnesota, or outside the United States.
