Establishes a veteran education program allowing eligible veterans and veterans' spouses to attend courses at Minnesota state-supported institutions of higher education without paying tuition or activity fees, with only an administration fee to recover costs.

Limits eligible persons to a lifetime maximum of 24 semester credits and requires them to be Minnesota legal residents; program excludes closed enrollment contract training and farm or small business management education programs.

Defines eligible persons as veterans or spouses who were previously eligible for Minnesota GI Bill or federal educational benefits but are no longer eligible for such assistance at the time of registration.

Requires higher education institutions to apply to the commissioner of veterans affairs for cost reimbursement based on credits completed by eligible persons, with funds allocated from remaining Minnesota GI Bill appropriations after all GI Bill educational benefits are paid.

Program becomes effective July 1, 2012, and expires on June 30, 2019; appropriation is capped at $6,000,000 per fiscal year beginning July 1, 2013.
