Lowers the income eligibility threshold for the Healthy Minnesota contribution program from 200 percent to 150 percent of federal poverty guidelines, effective July 1, 2012.

Extends the time period for enrollees to select a health plan from three to four calendar months after MinnesotaCare approval, with commissioner discretion to allow additional time.

Eliminates the six-month durational residency requirement for individuals enrolled in the Healthy Minnesota contribution program who enroll in comprehensive health plans through a waiver of preexisting condition limitations.

Expands eligibility for Minnesota Comprehensive Health Association (MCHA) coverage to all MinnesotaCare enrollees, removing the requirement that they be denied coverage in the individual health market.

Increases the defined contribution amount to 106 percent of the base contribution for persons at 150 percent of federal poverty guidelines and adds a multiplier of 1.20 for those purchasing MCHA coverage.
