Establishes rights for incumbent electric transmission owners to construct, own, and maintain electric transmission lines (100 kilovolts or more) connecting to their own facilities.

Grants proportional ownership rights to multiple incumbent electric transmission owners whose facilities are connected by a single transmission line, unless they agree otherwise in writing.

Requires incumbent electric transmission owners to notify the Public Utilities Commission in writing within 90 days of federal approval of a transmission line project to indicate intent to construct it.

Mandates that owners intending to build must file for a certificate of need under section 216B.243 or certification under section 216B.2425 within 18 months of notice (or longer if approved by commission).

Allows the commission to determine whether an incumbent transmission owner or other entity will build the line if the incumbent owner declines, considering factors such as cost, efficiency, and reliability.
