Establishes the "Freedom of Choice in Health Care Act" declaring that every Minnesota resident has the freedom to choose or decline any mode of securing health care services without penalty.

Defines "health care service" as any service, treatment, or product for care of physical or mental disease or condition, subject to all state laws and rules regulating providers and products.

Declares it public policy that no person shall face civil or criminal fines, taxes, wage withholding, surcharges, fees, or other penalties for their choice in how to secure health care services.

Prohibits public officials, employees, or agents of Minnesota or its subdivisions from imposing, collecting, enforcing, or effectuating any penalty that violates the declared public policy.

Empowers the Attorney General to investigate violations and seek injunctive relief to defend the state and preserve residents' rights under the Freedom of Choice in Health Care Act.
