Appropriates $5,400,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to the city of Sacred Heart for water, sewer, and storm utility improvements.

Grant funds may be used for design, construction, equipment installation, demolition of deteriorating infrastructure (curbs, gutters, sidewalks, streets), and replacement or rehabilitation of utilities.

Appropriation is conditional on the city securing at least an equal amount ($5,400,000) in matching funds from nonstate sources and demonstrating sufficient funding to complete the project.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $5,400,000 to finance the appropriation.

Becomes effective the day following final enactment.
