Allows Racing Commission, Gambling Control Board, and State Lottery to continue operations on an ongoing basis if no appropriation is enacted by the start of a fiscal biennium.

Racing Commission may use receipts from its special revenue fund account to operate up to the amount authorized in the second year of the most recently enacted biennial appropriation until a new appropriation is passed.

Gambling Control Board may similarly use receipts from its lawful gambling regulation account for ongoing operations at the level authorized in the second year of the most recent biennial appropriation if new appropriations are not enacted.

Minnesota Lottery funds are made permanently and continuously appropriated to the lottery on an ongoing basis under all circumstances.

Adds language authorizing Gambling Control Board and Racing Commission to use reimbursement fees for regulatory services and all costs necessary to fulfill their statutory duties, including during budget lapses.
