Lowers the cost threshold triggering legislative approval of proposed rules from $25,000 to $10,000 for the first year of compliance.

Reduces the small business employee threshold from 50 to 25 full-time employees and the local government threshold from 10 to 25 full-time employees for triggering legislative approval requirements.

Changes the exemption process so that rules do not take effect until legislative approval is obtained, rather than allowing individual businesses or cities to file for temporary exemptions.

Limits gubernatorial waivers of legislative approval requirements to remain effective only until the next adjournment of an annual regular legislative session after issuance.

Applies retroactively to all rules for which the hearing record has not closed or the agency has not submitted the record to an administrative law judge before the effective date.
