Amends Minnesota Statutes section 475.58, subdivision 3a, to expand municipal bonding authority for recreational facilities used predominantly for youth athletic activity.

Municipalities may issue bonds to finance acquisition, improvement, construction, or renovation of recreational facilities without voter approval or other election requirements.

Removes previous limitation restricting bonds to refunding existing indoor ice arena debt, broadening eligible facility types.

Requires bonds to be secured by facility revenues and backed by municipal finding that facility revenues plus available money will cover obligations without additional property tax levy or state aid reliance.

Professional financial analysis must support municipal determination that facility revenues are sufficient to repay obligations.
