Reclassifies electric-assisted bicycles (EABs) as bicycles rather than motor vehicles, exempting them from motor vehicle registration, taxation, and titling requirements.

Defines electric-assisted bicycles as bicycles with 2-3 wheels, fully operable pedals, electric motors limited to 1,000 watts and 20 mph maximum speed, and motors that disengage when brakes are applied.

Prohibits persons under age 15 from operating EABs and requires persons under age 18 operating or riding EABs to wear helmets meeting federal safety standards.

Permits EABs to operate on bicycle lanes and roadway shoulders (in the direction of traffic), while prohibiting operation on bicycle paths reserved exclusively for nonmotorized traffic.

Clarifies that motorized bicycles (with larger engines up to 30 mph) and EABs are distinct vehicle categories with separate regulatory requirements under Minnesota traffic law.
