Increases distance allowance for first haul of raw farm products from 50 miles to 150 miles from the place of production or on-farm storage site.

Reduces record retention requirement for shipping documents from 14 days to 7 days and removes requirement that records be open to inspection by law enforcement without a search warrant.

Requires police officers to issue warnings instead of citations for vehicle weight violations when gross weight does not exceed registered weight by more than 10 percent, transport is a first haul of farm products, and operator has not received a warning within the previous 12 months; effective August 1, 2012.

Exempts tow trucks and towing vehicles from the 1-1/4 times unloaded weight requirement for declared gross weight, calculating their weight based on actual fully equipped weight only.

Provides forest product vehicles with allowances up to 5 percent weight overage and exemption from penalties for excess weight violations during specified seasonal periods.
