Modifies the membership of the Permanent School Fund Advisory Committee to include one minority party house member appointed by the minority leader and one minority party senator appointed pursuant to senate rules

Adds a new voting member with expertise on school finance matters to be appointed by the commissioner of education

Establishes staggered four-year terms for members appointed by the commissioners of education and natural resources, with reappointment permitted at the discretion of the appointing authority

Specifies that legislative members and other non-appointed members serve at the pleasure of their respective appointing authorities with terms expiring upon appointment of successors

Effective the day following final enactment
