• Establishes textbook disclosure requirements for state colleges and universities, including course material lists, pricing information, and copyright dates; increases instructor notification period to 45 days before term start.

• Expands safety officer survivor education benefits to include graduate degree programs for dependents of public safety officers killed in line of duty, effective retroactively from July 1, 2011.

• Directs portion of permanent university fund mining royalties (up to $25,000,000) to endowment for mining/metallurgical engineering program at University of Minnesota Mesabi Range Community and Technical College and student scholarships.
