Expands the definition of "textbook" to include electronic books and printed materials delivered electronically for nonpublic school pupils.

Adds "software or other educational technology" (including software, programs, applications, and hardware) as eligible materials for purchase and loan to nonpublic school pupils under the textbook aid program.

Requires school districts and intermediary service areas to purchase and loan textbooks, instructional materials, software or educational technology, and standardized tests to nonpublic school pupils upon formal request, provided free for the school year requested.

Maintains the cost limitation per pupil at the statewide average expenditure by Minnesota public schools, adjusted annually for inflation, with title remaining in the school district or intermediary service area.

Requires that all materials remain secular, neutral, and nonideological, cannot be used in religious courses or activities, and must be inventoried with termination of eligibility for misuse; effective July 1, 2012.
