Appropriates $97.42 million from the outdoor heritage fund for fiscal year 2013 for conservation projects including prairies ($24.64 million), forests ($17.3 million), wetlands ($31.14 million), and habitats ($24.12 million).

Establishes requirements for accomplishment plans, land acquisition restrictions, and monitoring and enforcement of conservation easements funded by the outdoor heritage fund, including permanent conservation easement requirements and stewardship plans.

Requires recipients of outdoor heritage fund money to provide documentation of parcel selection processes, transaction costs, and appraisal information to the Lessard-Sams Outdoor Heritage Council for public accountability.

Specifies that all conservation easements must be permanent with detailed provisions regarding habitat types, water retention practices, and long-term stewardship funding and monitoring responsibilities.

Allows transfer of real property acquired with appropriations only with council approval and requires replacement properties to meet equal fair market value and reasonably equivalent conservation purpose standards.
