• Replaces independent contractor exemption certificates with a registration system for construction service providers, effective July 1, 2012

• Implements pilot registration project for construction service providers from July 1, 2012 to June 30, 2014, with no registration fees but $2,000 maximum penalty for non-compliance (waived if registered within 30 days)

• Requires registered persons to maintain current information and notify Department of Labor and Industry within 15 days of changes; exempts certain licensed contractors, professionals, school districts, and volunteers
