Establishes a 150-day goal for environmental and resource management permits to be issued or denied after submission of a permit application, with the Department of Natural Resources and Pollution Control Agency required to establish management systems to achieve this goal.

Requires semiannual permitting efficiency reports (due February 1 and August 1) documenting permit processing times, reasons for delays, and separately identifying delays caused by applicant responsiveness, staff shortages, scientific disagreements, or public engagement levels.

Mandates that agencies notify permit applicants within 30 business days whether applications are complete or incomplete, with incomplete notices enumerating all deficiencies and citing specific applicable rules and statutes.

Allows project proposers to use licensed permit professionals with 10+ years of experience to prepare permit applications and draft permits, with applications from permit professionals deemed complete unless terms are clearly erroneous under statute or rule.

Exempts ethanol, biobutanol, and cellulosic biofuel facilities producing less than 125 million gallons annually located outside the seven-county metropolitan area from mandatory environmental impact statement requirements.
