Eliminates the requirement for replacement plans in "greater than 80 percent areas" (counties or watersheds where more than 80% of presettlement wetland acreage remains intact).

Removes the de minimis exemption for 10,000 square feet of type 1, 2, 6, or 7 wetlands in greater than 80 percent areas, consolidating exemption thresholds.

Establishes a new replacement ratio for areas with 20% or less of presettlement wetland acreage intact, with the board to set ratios by rule to offset losses from the greater than 80 percent area exemption.

Treats the Great Lakes and Rainy River watershed basins as a single watershed for determining wetland replacement ratios on mining permit projects.

Updates references and numbering throughout Minnesota Statutes section 103G.2241 to reflect the addition of subdivision 10a and removal of obsolete de minimis provisions.
