Increases state and political subdivision tort liability caps from $500,000 to $750,000 per occurrence, with separate limits of $1,000,000 for nonprofit organizations conducting outdoor recreational activities funded or permitted by the state or municipality.

Raises conciliation court jurisdiction limits from $7,500 to $10,000 for general claims and from $4,000 to $5,000 for consumer credit transactions, effective August 1, 2011.

Allows interlocutory appeals as a matter of right for orders certifying, refusing to certify, or decertifying class actions, with automatic stay of discovery pending appeal except for good cause.

Reduces general statute of limitations for most tort actions from six years to four years, while preserving six-year limits for contract obligations and assault/battery claims involving domestic abuse, effective August 1, 2011.

Creates civil cause of action for sex trafficking victims against violators of section 609.322, allowing recovery of actual damages, punitive damages, attorney fees, and litigation costs, with evidentiary protections under section 611A.83.
