Adds requirement that fiscal notes include any private sector impact that can be reasonably determined.

Expands fiscal note contents to specify long-range implications and private sector impacts in addition to existing requirements for dollar amounts, statutory provisions, revenue/expenditure estimates, cost absorption, and assumptions.

Requires revenue estimates for legislative bills affecting tax expenditures to include private sector impact information where possible, consistent with fiscal note requirements.

Amends Minnesota Statutes sections 3.98, subdivision 2 and 270C.11, subdivision 5 regarding information provided in fiscal notes and revenue estimates.
