High school students must complete at least one course credit that includes digital learning to graduate, effective for students entering grade 9 in 2012-2013 school year and later, with accommodations available for eligible students with disabilities or English-language learners.

Teacher preparation programs must include instruction on delivering digital and blended learning and engaging students with technology, effective for candidates entering programs after June 30, 2014.

Staff development activities must enhance teacher content knowledge for delivering digital and blended learning and curriculum; staff development plans must include a goal to effectively deliver digital and blended learning and engage students with technology.

"Digital learning" defined as learning facilitated by technology offering students control over time, place, path, or pace; "blended learning" defined as part-time supervised physical setting combined with part-time digital instruction, or supervised setting where technology is primary delivery method.

Department of Education must review and approve online learning providers within 90 calendar days, conduct cyclical three-year reviews using national standards, and may withhold funds or create compliance plans if providers violate laws or rules.
