Updates the Anoka County Housing and Redevelopment Authority's jurisdiction to cover all areas within the county's territorial boundaries, except municipalities with existing housing and redevelopment authorities established on or before May 3, 2011.

Requires local governing body approval for all housing and redevelopment projects undertaken by the Anoka County Housing and Redevelopment Authority, including approval of project location.

Updates the Washington County Housing and Redevelopment Authority's jurisdiction to include all areas within the county's territorial boundaries and all city areas, subject to municipal approval requirements.

Requires municipal or township governing body approval of the project and its location for any housing or redevelopment project undertaken by the Washington County Housing and Redevelopment Authority within city or township boundaries.

Validates prior actions taken by Washington County and the Washington County Housing and Redevelopment Authority before the effective date as remedial provisions.
