Expands the definition of "children's product" to include food containers that are commercially available and contain food or liquid designed or intended by manufacturers to be consumed by children, in addition to empty bottles or cups.

Maintains existing prohibitions on manufacturers and wholesalers selling bisphenol-A in children's products by January 1, 2010, and retailers selling such products by January 1, 2011.

Prohibits manufacturers from replacing bisphenol-A with carcinogens rated by the EPA as A, B, or C carcinogens or substances listed on the EPA's "List of Chemicals Evaluated for Carcinogenic Potential."

Prohibits manufacturers from replacing bisphenol-A with reproductive toxicants that the EPA has identified as causing birth defects, reproductive harm, or developmental harm.
