Adds Council on Black Minnesotans to Group 2 sunset review under Minnesota Statutes section 3D.21, subdivision 2, with expiration date of June 30, 2014

Continues the Council on Black Minnesotans for two years and requires the Legislative Auditor to conduct a financial audit of the council in 2013 before the Sunset Advisory Commission's 2014 review

Maintains Council on Disabilities in Group 1 with the June 30, 2012 expiration date

Effective the day following final enactment
