Establishes an immigrant and minority pilot microloan program through the Rural Finance Authority to finance production of specialty crops (annuals, flowers, perennials) or eligible livestock (outdoor-access poultry, sheep, goats).

Limits microloans to $10,000 per borrower and allows disbursement over up to six years, with loans capped at 70 percent of estimated crop or livestock value.

Restricts eligibility to Minnesota legal residents who are either members of a protected group under state law or qualified noncitizens, and who demonstrate ability to repay the loan.

Consolidates separate loan program revolving funds into a single Rural Finance Authority revolving loan account under section 41B.06 to support livestock equipment, methane digester, disaster recovery, value-added agricultural, agroforestry, and immigrant and minority loan programs.

Removes the "pilot" designation from the livestock equipment loan program and transfers all existing balances from the agroforestry loan program fund to the consolidated revolving loan account.
