Increases the surcharge on building permits issued by municipalities from 50 cents to $1 for fixed-fee permits, effective immediately upon enactment.

Extends the temporary higher surcharge rate from June 30, 2013 to June 30, 2015 (the rate of one-half mill or $5, whichever is greater, applies through fiscal year 2015).

Eliminates the requirement for the Commissioner of Labor and Industry to transfer $1,515,000 annually from the construction code fund to the general fund after fiscal year 2009, ending transfers that were scheduled through 2015.

Allows the commissioner to use any surplus in surcharge receipts to award grants for code research and development and education.

Takes effect the day following final enactment.
