Proposes an amendment to Minnesota Constitution, Article IX, Section 1, changing the threshold for proposing constitutional amendments from a simple majority to a two-thirds vote in each house of the legislature.

Maintains current requirement that proposed amendments be published with session laws and submitted to voters at a general election for approval or rejection.

Retains the existing voter ratification threshold of a majority of all electors voting at the election to adopt an amendment.

Requires submission of the proposed amendment to voters at the 2012 general election with a specific ballot question asking whether to require a two-thirds vote to propose constitutional amendments.
