Creates the Minnesota FastTRAC (Fast Training, Resources, and Credentialing) adult career pathway program to increase the number of adults with postsecondary credentials in high-demand occupations leading to liveable wages.

Establishes a leadership committee including the Department of Employment and Economic Development, Department of Education-Adult Basic Education, MnSCU, Office of Higher Education, Department of Human Services, Department of Labor and Industry, and employers to provide oversight and guidance.

Requires local program partners to include representatives from adult basic education, employers, MnSCU two-year institutions, and workforce development partners, and to provide contextualized instruction, career development services, and tailored support services to participants.

Establishes participant eligibility requirements based on Department of Education-Adult Basic Education standards plus demonstrated insufficient college or work readiness, and mandates tracking of nine outcome measures including credential attainment, job placement, job retention, and wage progression.

Appropriates $4,500,000 in fiscal year 2013 from the general fund to the commissioner of employment and economic development, with up to 10 percent available for leadership committee activities including program oversight, technical assistance, and evaluation.
