Appropriates $20,000,000 from bond proceeds fund to the Commissioner of Employment and Economic Development for economic development purposes.

Allocates $5,000,000 for the Greater Minnesota business development public infrastructure grant program under Minnesota Statutes section 116J.431.

Allocates $5,000,000 for the redevelopment account under Minnesota Statutes sections 116J.571 to 116J.575.

Creates the Transportation Economic Development Infrastructure Program with $10,000,000 in grants to fund construction, reconstruction, and infrastructure improvements that promote economic development and job creation through coordination between the Departments of Transportation and Employment and Economic Development.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $20,000,000 to fund the appropriations, with selection criteria including job creation, tax base increase, private investment leverage, and geographic balance between metropolitan and greater Minnesota areas.
