Removes the requirement that dealers issue registration plates and stickers only "at the time of" vehicle sale, allowing issuance in conjunction with sales without strict timing constraints.

Requires motor vehicle dealers holding and issuing registration plates and stickers to maintain electronic transmission technology, implement commissioner-approved security and record-keeping plans, and remain financially responsible for unaccounted inventory.

Expands lien cancellation eligibility to include licensed motor vehicle dealers (in addition to individual vehicle owners) who have paid a lien in full but cannot locate a lienholder to obtain a release after seven years from perfection date.

Maintains requirement that lien cancellation applicants must first attempt contact with the lienholder by certified mail, return receipt requested, and present the returned letter as evidence to the department.

Effective date is the day following final enactment for the registration plate and sticker provisions.
