Expands utility disconnection notice requirements to include towns in addition to cities, and requires notice be provided to holders of sheriff's certificates of sale who request utility connection status information.

Requires public utilities, cooperative electric associations, and municipal utilities to provide written notice of property utility connection status (including disconnection dates) upon written request from a sheriff's certificate holder.

Mandates that gas and electric service providers in a city or town be mailed or delivered notice of mortgage foreclosure sales at least four weeks before the sale, though failure to provide such notice does not invalidate the foreclosure sale.

Authorizes holders of sheriff's certificates of sale to pay charges necessary to restore disconnected gas or electric service to a property, or to become the customer of record responsible for the bill.

Allows costs incurred by mortgage or sheriff's certificate holders to protect premises (including utility payment costs) to be added to the principal mortgage balance or redemption price.
