Appropriates $3,400,000 from bond proceeds to the Public Facilities Authority for a grant to the Spirit Mountain Recreation Authority for water facility construction.

Funds will support acquiring easements, licenses, and real property interests, and engineering, designing, permitting, and constructing systems to transport water from the St. Louis River estuary for commercial and industrial use.

Appropriation is contingent on the Public Facilities Authority confirming at least $1,100,000 in committed nonstate funding, with expenditures after September 1, 2011 counting toward the matching requirement.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,400,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.
