Establishes new government entity obligations requiring responsible authorities to maintain data inventories, prepare public data access policies, and publish data subject rights policies.

Modifies data challenge procedures to require written determinations within 30 days and prevents appeals if data is corrected; dismisses appeals challenging policies or procedures rather than specific data accuracy.

Expands public personnel data to include first and last dates of service, complaint status, and final investigative reports for appointed officials; protects complainant identities and restricts certain employee information for safety reasons.

Adds new data classifications and protections including electronic geospatial data sharing between government entities at no cost, inactive financial transaction investigative data privacy, and clarified procedures for summary data preparation and access.
