Imposes a two-year moratorium on state agency rulemaking and rule adoption from July 1, 2012 through June 30, 2014.

Exempts rules adopted under the good cause exemption in Minnesota Statutes section 14.388, subdivision 1, including rules addressing serious and immediate threats to public health, safety, or welfare.

Allows rules required by court order, federal law compliance, or that incorporate specific statutory changes during the moratorium period.

Permits agencies to repeal obsolete rules during the moratorium under the process outlined in Minnesota Statutes section 14.3895.

Takes effect the day following final enactment.
