Creates new licensure framework for alcohol and drug counselors under Minnesota Statutes chapter 148F, administered by the Board of Behavioral Health and Therapy, replacing prior chapter 148C provisions.

Establishes licensing requirements including bachelor's degree, 18 semester credits (270 clock hours) of coursework, 880 hours of supervised practicum, passage of IC&RC AODA examination or equivalent, and optional 2,000 hours of supervised postdegree practice.

Allows temporary permits for individuals with associate degrees and equivalent coursework/practicum hours, subject to supervision and limited to five annual renewals.

Sets biennial license renewal at $295 with continuing education requirements of 40 clock hours every two years (minimum 9 hours in diversity, 3 in ethics); establishes disciplinary procedures and grounds for denial, suspension, or revocation of licenses.

Modifies licensed professional clinical counselor (LPCC) conversion requirements, allowing current licensed professional counselors to convert to LPCC status until August 1, 2014, with streamlined requirements; after that date, full LPCC requirements apply.
