Appropriates $95,000 from the general fund in fiscal year 2013 to the commissioner of human services to establish and maintain a statewide self-advocacy network for persons with intellectual and developmental disabilities.

Requires the self-advocacy network to educate and inform persons with disabilities about their legal rights in education, employment, housing, transportation, and voting.

Requires the network to train persons with disabilities to self-advocate for their rights under law.

Network activities include education and training in preemployment and workplace skills, establishment of communication systems for self-advocacy groups, and providing financial and technical assistance to self-advocacy groups.
