Establishes an expiration date of December 31, 2020 for Minneapolis' additional sales tax of up to one-half of one percent imposed under Laws 1986, chapter 396, section 4.

Establishes an expiration date of December 31, 2020 for Minneapolis' liquor, lodging, and restaurant taxes imposed under Laws 1986, chapter 396, section 5, unless the city determines an earlier termination date by ordinance.

Allows Minneapolis to terminate either tax before December 31, 2020 through separate city ordinance action.

Both amendments take effect the day following final enactment without requiring city council approval.
